 Description   

Reconciliation should be configurable, or possibly externalized via a plugin. Aspects to keep in mind are that reconciliation must be able to be invoked for AJAX queries over the REST API (CO-179) and for determining how to configure the enrollment forms (CO-182) to know when to execute the REST query.

Basic reconciliation implemented in r283, offering "Possible Matches" as part of CO Petition completion, and a REST API call.

Current matching is limited to co person given and family names. Additional fields may be added as part of CO-298. Other enhancements will receive separate tickets.
