 Description   
  • When an approver logs in, they should be able to view a list of outstanding petitions requiring their approval
  • If approver is also a COU admin, they get a link to edit the petition, otherwise view only
  • Upon approval, notify the appropriate list

The current approval mechanism has minimal authz.

This is probably more about approvers who aren't admins, since admin can already filter petitions pending approval. This might imply a search capability for "all petitions I could approve", which requires per-petition (or per enrollment flow) authz.
