PSPNG - Improve documentation suggested by Gail Lift on grouper-users

Feedback from Gail Lift about how getting started with PSPNG could have been easier with documentation improvements.

The note to Bill was mostly "here's an area that could use a bit of beginner documentation". Once you get over being a beginner, you tend to forget the problems pretty quickly, so I dashed off a note before I forgot. Our confusion went something like this:-- "Did you install PSPNG?" "That installs with everything else, right?"
 
– I don't see the provision_to attribute
 
– Is PSPNG even installed? How could we check?
 
– Here's an email saying patch 0 adds the attributes. Let's try patching. That worked; PSPNG must be installed. Still no provision_to, though.
 
– Hmm, here's an email saying it doesn't create any attributes until first invoked. OK, how do we invoke it?
 
– Which attributes should we create in grouper-loader.properties, which in the New UI?
 
Chris, I did see the page you mentioned, and am about to see if I can follow it (ldap, not AD). I will probably go wrong somewhere and need help!
