detect mysql default collation and charset on DDL

no, it isn’t done yet. sorry. looks like the problem may be bad charset/collation config. I have asked my DBA to fix and clear the DB so I can restart the process. Is this something that could be fixed in the DDL to make sure something like utf8/utf8_bin was the default? I’m not asking you to do the DBA’s job - just to see if we can minimize human error. Again, this is just getting the DB initialized.
