grouper ui build should not use local log4j config

everyone gets confused

I'm sure once I get some time on this I'll feel more comfortable, but the fact that log4j.template.properties is in the UI directory, would leave the newbie to think that "ant dist" would read a local log4j.properties.

Actually, I should say that it lead me to believe... but I will admit that I don't have a lot of Java experience. Does the template need to be there for another type/method of build?
