    Description

      Petition updates should generate notifications (configurably) on

      • Petition created
      • Petition confirmed/declined (perhaps also for plain invites?)
      • Petition approved/denied

      (or perhaps generally any updateStatus?)

      There should also be some configuration as to who gets notified (petitioner, enrollee, admin, etc)
