Do Not Allow Extended Type To Be Deleted If Referenced By Enrollment Flow

    Description

      CoExtendedTypesController::checkDeleteDependencies should fail if an enrollment flow references the type being deleted. checkWriteDependencies should fail similarly (ie: for enrollment flows, but not for existing attributes) if status is set to suspended.

      Make sure the REST API returns an appropriate error code.
