    Description

      Implement a notifications controller and associated model/views to be used for notifying CO[U] admins that an approval is pending, and for any other notifications needed.

      Track sender, recipient, time sent, time seen, text, URL for action/more info.

      By default, notifications could also be sent to the email address for the CO person.
