Cannot Edit Identifier Assignments on Large Deployments

    Description

      /registry/co_identifier_assignments/index/co:x does not render with large deployments, due to the index page trying to load all available people for the "assign identifiers" button. This is materially the same issue as CO-1216 for reprovision all.
