Enrollment Source Invitation Single Org Identity

    Description

      Using an Enrollment Source in an invitation flow creates two Org Identities since the email address used for sendConfirmation must come from an Org Identity. However the Enrollment Source then creates its own Org Identity, so the one created as part of the initial invitation is basically redundant.

      sendConfirmation should probably check for an EmailAddress attached to a CO Person.
