Improve Handling of Empty Attributes in LdapProvisioner

Currently, there are numerous scattered checks for empty arrays in assembleAttributes, since an empty array is not permitted during an add operation (but is used during a modify to indicate removal of a value). These checks should be removed and merged into a single final walkthrough at the end of the function, similar to the duplicate value check.
