    Description

      Pipeline should fire during collectPetitioner attributes step if org identity attributes defined (and if no co person attributes defined?).

      Should EF use CO Settings pipeline if no pipeline specifically attached to EF? Probably...

      Need to update OrgIdentity::pipeline().

      Update pipeline documentation.
